The Illium package is in Eternity across from the turian and quarian sitting at the table. Maybe that's what the quest is expecting you to do? I think you get paragon points out of it. I know one of these guys is one of Aria's guards at the stairs. I got the reward for finishing the quest and there is no achievements for all of the quests so I am ok with it.
It bothered me a little at first but I got over it. Just got the same thing for myself, just checking to see that there isn't something else I could do. With it in hand, you can then head back to your ship. With successful visits to both Illium and the Citadel, and with both "packages" datapads in hand, it's time to head back to Omega to deliver the goods to Ish. You may want to bring Miranda with you, since Ish knows Miranda somehow.
Nonetheless, that's only an aside. What Ish really wants are the datapads, and you can hand them both over for some credits. It seems impossible to avoid getting Renegade points during this side quest, though you may be able to sweet-talk Ish a little bit, thus saving you as many Renegade points as possible, if you're playing as a Paragon that is.
